3、投標(biāo)人資格要求
投標(biāo)人應(yīng)具備的資格或業(yè)績:投標(biāo)報價的價格條件為： he price of the goods quoted shall be：①若投標(biāo)貨物全部為境外供貨：報價的價格條件為CIF大連港（貨幣外幣，適用境外投標(biāo)人）The price of the goods quoted shall be：CIF Dalian Seaport（Foreign currency, for Overseas bidder）②若投標(biāo)貨物分為境外供貨和境內(nèi)供貨兩部分：報價的價格條件為CIF大連港（境外供貨部分，貨幣外幣）+DDP用戶現(xiàn)場（境內(nèi)供貨部分，貨幣人民幣）；需在投標(biāo)文件中明確人民幣合同的簽約主體，并提供相應(yīng)的資質(zhì)文件。
注：必聯(lián)網(wǎng)開標(biāo)一覽表中的報價方式和投標(biāo)幣種目前只支持選填一種（如CIF和美元），出現(xiàn)雙幣種（如美元和人民幣）和雙條件（如CIF和DDP）情況的，投標(biāo)價請?zhí)顚懻鬯愕絾我粠欧N（如美元）的總金額（注意單位：萬，不同幣種間的匯率可自行預(yù)估和換算），并在開標(biāo)一覽表的備注中寫明：投標(biāo)報價為CIF xxx美元+DDP xxx人民幣。
評標(biāo)委員會計(jì)算評標(biāo)價格以實(shí)際報價為基準(zhǔn)，以開標(biāo)當(dāng)日中國銀行總行首次發(fā)布的外幣對人民幣的現(xiàn)匯賣出價進(jìn)行投標(biāo)貨幣對評標(biāo)貨幣的轉(zhuǎn)換。
