中化建國(guó)際 （以下稱為“招標(biāo)代理機(jī)構(gòu)”）受中海石油（中國(guó)） （以下稱為“招標(biāo)人”）委托，就開(kāi)平11-4油田18-1區(qū)塊開(kāi)發(fā)項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國(guó)際公開(kāi)招標(biāo)。現(xiàn)邀請(qǐng)投標(biāo)人對(duì)下列貨物和服務(wù)提交密封投標(biāo)：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Ltd. Shenzhen (hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under KP11-4 OIL FIELD BLOCK 18-1DEVELOPMENT PROJECT by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

1.  招標(biāo)條件

Bidding Conditions：

項(xiàng)目概況：開(kāi)平11-4油田位于南海東部偏西海域，距香港西南約295km，開(kāi)平11-4油田包含11-4區(qū)塊（水深340-360米）、18-1區(qū)塊（水深460-530米）。 開(kāi)平11-4油田18-1區(qū)塊開(kāi)發(fā)項(xiàng)目采用“水下生產(chǎn)系統(tǒng)回接圓筒型FPSO”模式進(jìn)行開(kāi)發(fā)。分為1d（1d/1dSa）、2d(2d、5)兩套水下生產(chǎn)系統(tǒng)分別回接至新建的圓筒型FPSO。開(kāi)平11-4油田18-1區(qū)塊計(jì)劃2029年投產(chǎn)。本采辦包采購(gòu)的原油外輸計(jì)量標(biāo)定撬將用于新建圓筒型浮式生產(chǎn)儲(chǔ)卸油裝置FPSO上。

Project Summary：The Kaiping 11-4 Oilfield is located in the west-eastern part of the South China Sea, approximately 295 kilometers southwest of Hong Kong. The Kaiping 11-4 Oilfield consists of Block 11-4 (with a water depth of 340-360 meters) and Block 18-1 (with a water depth of 460-530 meters). The development project of Block 18-1 of Kaiping 11-4 Oilfield adopts the mode of "subsea production system reconnection to cylindrical FPSO" for development. It is divided into two sets of subsea production systems, 1d (1d/1dSa) and 2d(2d, 5), which are respectively connected back to the newly-built cylindrical FPSO. The 18-1 block of Kaiping 11-4 Oilfield is planned to be put into production in 2029. Crude Oil Metering and Proving System procured in this procurement package will be used on the new cylindrical floating production storage and offloading unit FPSO.

3. 對(duì)投標(biāo)人的資格和業(yè)績(jī)要求：

（1）資格要求 

Requirements for Qualification of Bidder

★A.如果投標(biāo)人為中國(guó)境內(nèi)注冊(cè)公司，投標(biāo)人需具有合法有效的企業(yè)法人營(yíng)業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營(yíng)業(yè)執(zhí)照，投標(biāo)時(shí)需提供原件掃描件（原件備查）；

If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept A/Vailable for verification).

如果投標(biāo)人為中國(guó)境外注冊(cè)公司，需提供有效的公司登記注冊(cè)證明；

If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.

投標(biāo)人為 的，需具有合法有效的營(yíng)業(yè)執(zhí)照（境內(nèi)注冊(cè)）/公司登記注冊(cè)證明（境外注冊(cè)）和上級(jí)法人單位授權(quán)書(shū)（授權(quán)該 投標(biāo)和簽訂合同），投標(biāo)時(shí)需提供原件掃描件（原件備查）。

If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept A/Vailable for verification).

招標(biāo)人認(rèn)可該 和上級(jí)法人單位的資質(zhì)、資格和業(yè)績(jī)，不認(rèn)可同一上級(jí)法人單位的其它 的資質(zhì)、資格和業(yè)績(jī)。 與上級(jí)法人單位只可一家參與投標(biāo)，同時(shí)參與投標(biāo)的，投標(biāo)均無(wú)效。

The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.

★B.制造商要求:

投標(biāo)人應(yīng)是原油外輸計(jì)量標(biāo)定橇的專業(yè)制造商或代理商。如果投標(biāo)人是代理 商，那么投標(biāo)人應(yīng)得到制造商同意其在中國(guó)為本次投標(biāo)提供該原油外輸計(jì)量標(biāo)定橇整橇的合法正式授權(quán)并出具制造商唯一合格授權(quán)。投標(biāo)人將投標(biāo)的貨物再授權(quán)給其他投標(biāo)人同時(shí)參與投標(biāo)的，相關(guān)的所有投標(biāo)將被拒絕。

Manufacturer requirement:

The SUPPLIER shall be a professional manufacturer or agent of the Crude Oil Metering and Proving System. If the SUPPLIER is an agent, the SUPPLIER shall obtain the manufacturer's legal and formal authorization to provide the crude oil metering and proving system whole skid for this bid in China and issue the manufacturer's only qualified authorization. If the bidder authorizes other bidders to participate in the bidding process for the goods being tendered, all related bids will be rejected.

★C.投標(biāo)文件中提供制造商授權(quán)書(shū)的中標(biāo)候選人，應(yīng)在中標(biāo)候選人公示后3 個(gè)工作日內(nèi)將制造商授權(quán)書(shū)原件（簽字或人名章或公章均須為原件，不接受掃描打印文件）送達(dá)招標(biāo)人
