1.中化建國際 （以下稱為“招標代理機構(gòu)”）受中海石油寧波大榭石化 （以下稱為“招標人”）委托，就大榭石化餾分油五期項目催化裝置1臺甲烷膨脹再壓縮機進行國際公開招標?，F(xiàn)邀請投標人對下列貨物和服務(wù)提交密封投標：
CNCCC International Tendering Co., Ltd.(hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Ningbo Daxie Petrochemical Co. Ltd.(hereinafter referred to as “Tenderee” ), intends to purchase One Set of Methane Expansion Re-compressor of Catalytic Plant of Daxie Distillate Oil Phase V Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

境外貨物:合同簽訂后64周（提單發(fā)貨時間）
For goods outside the PRC customs territory: within 64 weeks after signing the contract (departure date on the Bill of Lading)
交貨地點Destination of delivery：
境內(nèi)貨物：大榭項目現(xiàn)場
For goods within the PRC customs territory: Project Site in Daxie
境外貨物：CIF中國寧波港
For goods outside the PRC customs territory: CIF Ningbo Seaport, P. R. China
2.對投標人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder:
1.1如果投標人為關(guān)境內(nèi)注冊公司，投標人具有合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標時需提供原件掃描件（原件備查）;如果投標人為關(guān)境外注冊公司，需提供有效的公司登記注冊證明；
If the Bidder is domestic registered company,The bidder shall hA/Ve the legal and valid business license of enterprise legal person, tax registration certificate and organization code certificate or the business license combined with the certificate and license. The scanned copy of the original shall be provided during bidding (the original copy for reference);If the bidder is an overseas registered company, it shall provide valid company registration certificate.
1.2 投標人所投產(chǎn)品的制造商須同時具備有效的GB/T19001（ISO9001）質(zhì)量體系認證證書、GB/T24001（ISO14001）環(huán)境管理體系認證證書、GB/T28001(OHSAS18001)或GB/T45001 (ISO45001) 職業(yè)健康管理體系認證證書，并可在中國國家認證認可監(jiān)督管理委員會網(wǎng)站( ">https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 購買過程必須全程在線操作，線下形式的匯款將不予接受。標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為200元人民幣或30美元，售后不退。如未在系統(tǒng)中
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for bid for purchasing Bidding document from Dec.5, 2022 to December 12, 2022. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB200.00 or USD 30.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4.投標文件遞交截止時間和 此時間后收到的投標文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to the 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing 100027, P. R. China at or before 9:30 am (Beijing Time) on December 29, 2022. Any bid beyond the required time and date shall be subject for rejection.
