For goods within the PRC customs territory: Project site in Daxie Petrochemical

境外貨物：CIF寧波港

For goods outside the PRC customs territory: CIF Ningbo Seaport

2.對投標(biāo)人的資格和業(yè)績要求：

 投標(biāo)人應(yīng)為投標(biāo)所報貨物的制造商或者是授權(quán)代理商，代理商應(yīng)提供制造商同意其在本次投標(biāo)中提供該貨物的正式授權(quán)書（見第一冊格式IV-9-4）。

The bidder shall be the manufacturer or authorized agent of the bidded goods.The agent shall provide the Letter of Authority from manufacturer to agree to bid the goods in this Bid (see Form-IV-9-4 in Volum One).

如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人具有合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時需提供原件掃描件（原件備查）；

If the Bidder is domestic registered company The bidder shall hA/Ve the legal and valid business license of enterprise legal person, tax registration certificate and organization code certificate or the business license combined with the certificate and license.

 The scanned copy of the original shall be provided during bidding (the original copy for reference).；

如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明。

If the bidder is an overseas registered company, it shall provide valid company registration certificate.

投標(biāo)人所投產(chǎn)品的制造商須同時具備有效的GB/T19001（ISO9001）質(zhì)量體系認(rèn)證證書、GB/T24001（ISO14001）環(huán)境管理體系認(rèn)證證書、GB/T28001(OHSAS18001)或GB/T45001 (ISO45001) 職業(yè)健康管理體系認(rèn)證證書，并可在中國國家認(rèn)證認(rèn)可監(jiān)督管理委員會網(wǎng)站(https://buy.cnooc.com.cn）的招標(biāo)公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 購買過程必須全程在線操作，線下形式的匯款將不予接受。標(biāo)書費支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價為200元人民幣或30美元，售后不退。如未在系統(tǒng)中

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for Bid for purchasing Bidding document from Nov.29, 2022 to Dec6, 2022. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 200.00 or USD 30.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.

4.投標(biāo)文件遞交截止時間和 在此時間后收到的投標(biāo)文件恕不接受。

The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to the 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District,Beijing100027, P. R. China at or before 9:30 am (Beijing Time) on Dec.27 2022. Any bid beyond the required time and date shall be subject for rejection.
